VAT invoice rules in the Philippines

In the Philippines an invoice must show your TIN, itemised lines, and VAT separately at the applicable rate — 12%, with 12% applying to most work. A VAT invoice showing the TIN with its branch code, the words "VAT" and the tax shown separately, plus the BIR authority-to-print details where a printed book is used.

The the Philippines rule people miss

Invoices must be issued from BIR-registered receipt books or an accredited invoicing system and carry specific registration details — a plain PDF from an off-the-shelf template is not compliant for a VAT-registered business, however accurate the numbers on it are.

When VAT registration becomes compulsory

VAT registration is mandatory above ₱3 million of gross annual sales. Below it you may register as a percentage-tax payer instead, charging a lower percentage tax and issuing non-VAT invoices.

Assessed on a rolling twelve months in most systems, not your financial year — which is the detail that catches people out.

Which VAT rate applies to what

No reduced band. Zero-rating applies to exports and certain sales to registered enterprises in economic zones; a separate exempt list covers agricultural produce, education, and some medical services.

Bands are defined by what you supply, not by who buys it.

How often you file in the Philippines

VAT is filed quarterly on form 2550Q. The separate monthly 2550M filing was removed under the Ease of Paying Taxes reforms, so guidance written before that change over-states the compliance load considerably.

Correcting an invoice in the Philippines

A credit memo references the original invoice and adjusts the output VAT in the quarter it is issued. The BIR's invoicing rules are prescriptive about the format, so the document has to look the way they expect.

Invoicing outside the Philippines

Sales of services to non-residents paid in acceptable foreign currency and accounted for under BSP rules are zero-rated — the payment-currency condition catches people out more than the residency one.
